The Senate Democrats' treatment of Miguel Estrada, not to menton Clarence Thomas (at least he was confirmed) and Robert Bork remain as horrific stains on the history of the Senate. I should add Brett Kavanaugh, whose confirmation may be the worst example of partisan excess since Estrada.

Very difficult to guess. But recall that he was still nominee for O'Connor's spot at this point.
